Gules, three lions passant gardent in pale argent, on a bordure azure ten saltires of the 2nd
Charles I granted these arms to the city after a brave defence against an army of Scottish mercenary troops fighting for Cromwell. The 1645 Grant of Arms says: Around the Royal Shield of Richard there shall be a blue border representing the surrounding of the Royal stronghold by the forces of the Commonwealth. On that blue border there will be placed ten saltires, which are white diagonal crosses, one for each of the ten regiments which comprise the Scottish besieging force. Thus the Arms of the City of Hereford represent the successful defense of the City for the Crown against the rebel forces.

The heraldic shields have been attractively illustrated in an enlarged format on Wikimedia Commons by Scott Nourse whose webpage is aspilogia.com. Illustrations cross-checked against 56 shields reproduced in ‘Fasti Herefordenses & other Antiquarian Memorials of Hereford’ By Rev. Francis Havergal, published in 1869.
Particular thanks to Philip Weaver of Ledbury for assistance with the historical background notes. I also referred to his excellent book, A Dictionary of Herefordshire Biography, Logaston Press, 2015.
